Infiltration of files seen as extensive

I had a computer science professor in college who once said, in regards to computers, "Just because the machine let's you do it, doesn't mean you should do it."

So, is this illegal? Maybe, maybe not. I'm curious to see if there is any difference between paper documents and electronic documents in the eyes of whoever digs into this. At the very least, it is in poor taste, and thoroughly against the spirit of compromise that, y'know, created Congress a few hundred years ago.
